SENATE PERFORMANCE  REPORT 
11th Congress
(July to December 1998)

Highlights:


  1. Brought honor to the Philippines when a foreign magazine listed her in the Internet as one of "The 100 Most Powerful Women in the World" (http://wisdom.psinet.net.au/~lani/100mpw.html);

  2. Filed the most number of  bills and resolutions: 270 (re-filed 170 bills which she filed during the Tenth Congress, but were not passed before that Congress adjourned);

  3. Delivered 12 privilege speeches:  Urban Poverty Reduction: Protecting the Poor, I Never Withdrew My Protest Against Ramos, Who Wants to Become Prime Minister?, Unparliamentary Behavior, The Rules on Senate Investigations, Charter Change: The Millennium Folly, Limitations on the Senate Power to Conduct Inquiries, Media Corruption in the National Elections, The Charter Commission is Unconstitutional, The Proposed VFA is Void Ab Initio Because the Basis is Unconstitutional, A Congress Member Has the Right to Resign, The Constitution Does Not Protect the Speech of Hate, and Taxpayer's Statement of Assets and Liabilities:  Well-intentioned, But...;

  4. In the Commission on Appointments, presided with judicial sobriety over stormy confirmation hearings for Secretary of Education, Culture, and Sports;

  5. Starred in Senate debate on budget, pointing out possible sources of graft and corruption in every executive department;

  6. Enriched Philippine jurisprudence by filing in the Supreme Court G.R. No. 134577, Santiago v. Guingona, affirming under the Constitution the new power of the Court "to determine whether there has been grave abuse of discretion on the part of any branch or instrumentality of government";
  7. Dubbed by student leaders "Icon of the X Generation" (University of the Visayas, Cebu) and world-class senator (Luzon Colleges, Dagupan, Pangasinan);

  8. Delivered a statement on international terrorism in the legal (sixth) committee of the U. N. General Assembly in New York in November 1998;

  9. As sponsor of the "Domestic Adoption Act of 1998", she conscienticized the nation by generating publicity over her own two foster daughters taken from a public child care center.
